DISPATCH-56: Push configuration from python to C for dispatch router.
Python code parses config files asentity list and pushes each configuration
entity into the C code.
- libqpid_dispatch.py: ctypes python wrapper around libqpid-dispatch
- Various error handling and memory management fixes.
- Introduce EnumValue, C code can take enum as string or int.
- Generate C source code for schema enum values.
