DISPATCH-56: Implement CREATE AMQP management operations.
agent.py:
- python management agent.
- Handles CREATE request for log, listener, connector, fixed-address, waypoint.
- Listens on $mangement2 for now, old C agent is still in place.
node.py: make CREATE calls
system_tests_management: tests to verify create calls.
