Is the commit msg from https://svn.apache.org/r1713024 literal in the sense
that a link with no target is being intepreted as a request for establishing a
link to the Anonymous Relay node? If so, I don't think that is the correct
behaviour.
The Anonymous Relay as discussed was said to be the node with null _address_ in
its target, rather than a null target itself. This is likely because the core
spec already defines the behaviour around use of the null terminus (as means of
requesting link lookups, and signalling link attach refusal prior to the
following detach frame).
