That's a good point, thanks! It appears at present proton-c doesn't provide a
way for an application to determine between these two cases. The broker change
will therefore treat both forms as the same (and will now route them based on
the 'to' field within them.
The change I made to the client however was incorrect based on the behaviour
observed from the server side of the api. I'll fix that immediately. I've
raised PROTON-1042 for the proton-c issue.
