It is not fixed, if the config file is "effectively" empty, e.g. contains just 
a comment, the router still crashes:

$ echo "#" >  console.conf 
$ qdrouterd -c console.conf
Mon Nov  7 22:07:25 2016 SERVER (info) Container Name: (null)
Segmentation fault
