I'm so angry I don't understand!!!!
I've also tried manually deleting the /target folders and the corresponding
folders in .m2... Am I missing something?

Yes.
Try to do deeper and manually delete. I updated from Royale 0.9.7 or 0.9.8 to
0.9.9 and I had to delete everything, update and build to build successfully.
