I see it on Linux too. For both NOTICE and LICENSE.

========================= Begin /.../RoyaleBuildTools/jar/META-INF/NOTICE
==============================
cat: /.../RoyaleBuildTools/jar/META-INF/NOTICE: No such file or directory
Result: 1
========================= End /.../RoyaleBuildTools/jar/META-INF/NOTICE
==============================

========================= Begin /.../RoyaleBuildTools/jar/META-INF/LICENSE
==============================
cat: /.../RoyaleBuildTools/jar/META-INF/LICENSE: No such file or directory
Result: 1
========================= End /.../RoyaleBuildTools/jar/META-INF/LICENSE
==============================

These files appear to be inside compiler-build-tools-1.2.2.jar, so this
might be an issue with the approval script only.
