My 2 cents here. The process on some other projects is that one of the 
committers reviews all contributions submitted before merging them into project 
baseline. I think getting 3 votes for each patch submitted is not feasible. 
Yes, per Apache rules atleast 3 votes are mandatory to cut a project release 
but that doesn't  apply to daily code contributions or bug fixes.
