Here is a draft of the bylaws for SAMOA.
I compiled it by mixing and matching several other bylaws for Apache projects.
One I am not sure about is whether we want Lazy Consensus for doc changes (two
+1's) or we are OK with Lazy Approval (one +1).
I'd tend to favor tha latter, so that quick fixes to the doc can be integrated
right away.
Please have a look at them and comment.
I will later call a vote for which we need 2/3 majority in order to establish
them.
