Hi Frank, I can jump in here a bit. This time, the wiki was moved to confluence, so the new place is https://cwiki.apache.org/confluence/display/INCUBATOR/May2019. As it did not work that flawless with some permissions on the confluence site Justin posted our Report for the Edgent project there, and I saw he did the same with your version from the List.
So I think he meant that no one "answered" to your Review request, and thus took that as "final" version.
