We should make an effort to ensure and report full evaluation of release
candidates.
Currently vote threads are usually responded to with +/-1 votes without further
explanation.
We should put together a comprehensive guide for steps such as signature and
checksum verifications, builds, image evaluations, etc, with a template to
respond to VOTEs with what the evaluator did/didn't do.
