Hi, members of the Apache Seata community,

I have submitted a proposal in the Apache JIRA with the aim of ensuring
more thorough reviews of the incubator-seata-website repository to prevent
any errors or omissions. Last week, many PRs were merged without going
through the CI workflow, indicating that our code reviews were not
meticulous enough and should be complemented by relevant CI workflows to
reduce the occurrence of review mistakes.

Once GitHub Actions workflows are enabled, we can obtain results within a
few minutes after the PR is submitted. During this time, community
maintainers can also perform code reviews. If the review is done minutes
later, any exceptions highlighted by the CI workflow can be better
identified, reducing a significant amount of manual effort. Therefore, I
propose that GitHub Actions workflows be automatically enabled for
non-first-time contributors submitting PRs. As mentioned above, this
approach is highly suitable for enhancing the security of the Seata
official website and reducing the human resource costs associated with code
reviews. Furthermore, it will not impact the efficiency of PR merging;
instead, it will improve it.
