I think the key phrase from my original issue is "the manifest file inside the
jar". NOT an exploded bundle, but a bundle in a jar file.
You have to vi the jar file, then edit the manifest (without unzipping the jar).
I was also using 1.1 from the beginning of December. I haven't tried it lately
with trunk.
