If no-one steps up to maintain the code, then yes. +1 to moving to cold-storage.
The only issue I see here is that the Apache Attic is for projects, not for chunks of code. We could go through the effort of spinning off the code into it's own project and then put that project into the attic. A much easier solution might be to just do this: * create a 'php' branch off of trunk. * remove the php code from trunk. This accomplishes much of the same without the Apache overhead/paperwork.
