To make SINGA more active in the social networks, I propose that we post on all
the social network accounts an announcement :
* For each new release with details of the release notes.
* For each resolved major feature or improvement with a link to the
corresponding Jira issue. If possible, we can add more details or a tutorial on
how to use this feature.
