Since that GeoAPI mission is to express standards in Java interfaces, it
try to avoid defining new API by itself, unless there is no alternative.
On the Units aspects, there is no OGC/ISO standards I'm aware of (at
least nothing as complete as Unit Of Measurement), and in a few talks
with other OGC members, peoples I talked too were apparently in
agreement that defining a Unit API was not GeoAPI mission. So we tried
to adopt something standard. After JSR failure we wanted to switch to
Unit Of Measurement but then they were some rumours that a Unit package
could be standardized as a side effect of a new JSR about sensor
devices. I would feel uncomfortable to switch to Unit Of Measurement API
and discover a little bit later that a new "javax.measure" package has
been standardized. Since GeoAPI is supposed to be OGC standard since
version 3.0.0, it aims for as much stability as we can. So I was in a
"wait and see" position, but this "wait and see" has been too long now...

Yes. Having Chris joining the OGC GeoAPI group as an OGC member, and and
other interested peoples who can be OGC member, would be a big help. The
intend is to increase the discussions.
