Hey Martin, Pretty easy -- we basically just check in the tar ball for the source code/release, and the ASC file/MD5 and SHA file into that directory. That's an SVN directory and then it is pub-subbed to all the mirrors throughout the world, mirroring the result.
However, we only do that *after* the VOTE is passed.
