What about building support for this completly into jcrinstall (or a plugin for jcr install)? Let's call this piece RunModeProvider.
(This is just a wild idea....) We don't change the jcr resource module, it always picks up everything at /etc/maps. The RunModeProvider works like the stuff we have in jcr install for bundles and configurations, but acts on mapping nodes. It just copies them depending on the run mode to /etc/maps.
