Confirmed, 1.2.0 fails the apis-jar test on windows for me as well. I
think we should tackle this after the 1.2.0 release (as other things
where failing before in windows as well)

It builds for me and tests run fine, both with 8 and 11 - is that the
only failing test case? Did older releases work for you?
