FYI I root caused a repeatable build failure due to a locale issue in Jetty, induced by our locale randomization -- https://github.com/jetty/jetty.project/issues/14097 I'm not sure how often this bug shows itself. Perhaps it started with the Jetty upgrade. In Solr, it showed itself as:
