Fundamentally, I don't trust the user population involved :( I think your users are using "learn as spam" to keep stuff that isn't *strictly* UBE out of their mail folders; by using those logs, we'd generate score-sets to consider spam to be "stuff your users don't want" rather than "unsolicited bulk email", which is what we have to aim towards. We used to have a spam definition, namely "spam == UBE", up somewhere related to corpus policy, but I can't find it now.
