Note that this breaks make and make test too, not just make install.
10_misc.cf contains the default report template definition, not rules.
build/mkrules appears to be a script that copies rules from the rulesrc
directory into the rules directory. There is a mismatch in the expectations
between putting non-rules in any file in rulesrc and what build/mkrules is
doing.
Can Justin or someone else who has been actively working with the rule sandbox
stuff suggest what the correct fix is?
I'm increasing the severity because I'm seeing this break the build on a clean
installation of svn trunk with many make test errors.
