Check whatever your OS uses for starting up services and make sure that spamd starts up after network, DNS, and anything else it might need. If that solves your problem, please report back here and close this bug. If it doesn't, please let us know what platform you are running on, present some evidence that spamd is not being started until after network and DNS are running, and attach a debug log from a failed startup of spamd with the -D (debug) option added to it.
