If a user chooses to they can use the site rules directory for updates. This
will cause the updates.spamassassin.org.cf file to be created at the same level
as their local.cf. Running debug shows that the updates.spamassassin.org.cf file
is read twice and over rides any changes to score values in local.cf.

Suggest that the instructions in sa-update be changed to warn the users (they do
read scripts before they fire them off right?). Currently sa-update advises that
the user can set the update directory using the --updatedir flag but makes no
warning that the site rules dir should not be used.
