BTW, I've been in contact with Rick Wesson, the admin of the DOB bl. he says: 'I've talked with our ISP, it turns out their anti-DoS box didn't like us and "mitigated" our traffic. We have requested our IP addresses that server DNS get whitelisted, which has happened. This explains why I never saw any of these issues and why I couldn't find the "TC bit" being set, it was a feature of the anti-DoS mitiogation equipment of our upstream. I hope the SA community has enjoyed learning this as much as I have. I'll subscribe to the sa-dev list shortly.
