This is indeed unfixed at least in all 3.2.x branches I tested. 
And it is hurting us badly as opposite to the original reporter we get false
positives like this:
From: =?ISO-2022-JP?B?GyRCQjw+ZRsoQiAbJEI1V0JlGyhC?=
<[email protected]>

which triggers FH_FROMEML_NOTLD and FROM_NO_USER.
For the interim I suppose anything matching =?.*?= could/should be safely
ignored by the parser.
