Just for the record - at dnswl.org we have similar issues. We do not operate
most of the nameserver resources donated to us ourselves -- these servers are
generally managed by the bodies donating the resource to us (and more often
than not, use these server for multiple DNSxLs, both public and private). 

Sometimes, we manage to make contact with high volume[*] users, but other times
they can either not be found, or just ignore our emails. 

[*] Which we define as "> 100'000 queries/24 hours".
