Are you sure the DNSWL infrastructure can handle this many reports?

Perhaps we should obtain a submission rate from one of the existing receivers
of spamassassin -r reports?  Would that be Spamcop?

Would DNSWL desire to receive reports on *ALL* spamassassin -r or only if
DNSWL_* rules were hit?

I might strongly advise against a catch-all account for this.  Doing so would
make it extra difficult to separate the good and bad reporters.
