no razor/pyzor fork mode in tests on Windows
t/pyzor.t and t/all_modules.t fail on Windows, as seen in GitHub Actions. They
use the razor and pyzor fork mode, which the plugins do not use on Windows.
The attached patch has the tests not use fork mode on Windows.
In GitHub Actions, t/pyzor.t also needs the fix in bug 8453.
