Hey Chris, The only issue with CHANGES.txt is that we've only recently become more disciplined about tracking issues in JIRA and tracking version numbers when we do make JIRA issues. If we generated a CHANGES.txt based on JIRA, it would be largely incomplete since many changes from the beginning of the release would be missing.
What about if I created a CHANGES.txt based on the Git history?
