Yes, I would suggest to start a vote on an RC0 version as I still think that
following the processes based on the previous release should be OK. (I also see
that LICENSE file handling is very various amongst Apache projects thus my
personal opinion is that this is something which should not be a blocker for a
release).
So feel free to proceed further I would say.
