If a tuple is failed in the old spout it won't be committing that offset into zookeeper. So we will be polling the same data again and again and causing more duplicates. With this new approach we are not causing unnecessary duplicates and if someone wants to limit this behavior they can set the maxretries to 1 and we proceed with polling.
