This task is to track all changes that are done in the mock REST endpoint for
4.1.0 so that work that is dependent on the REST API e.g. UI can go in
parallel. This includes ;
- Incorporating tenant isolation when working with policies and definitions
- Introducing new methods for tenant quota creation
- Introducing new methods for user creation
