If spawning instances failed at application deployment (due to user errors like
missing ami, security groups etc.), Stratos will not retry to spawn even after
restarting.
In such case as above, un-deploying the application did not succeed. Even
forceful undeployment failed. Application remained at deploying state and
undeployment process got hanged.
