Adding metering service publisher class
This P/R is to refactor Metering service publisher classes. Following
changes are included in P/R
1. Added publisher classes DASScalingDecisionPublisher,
DASMemberInfoPublisher and DASMemberStatusPublisher to publish corresponding
streams scaling_decision, member_info and member_lifecycle
2. Deleted BAMUsageDataPublisher
You can merge this pull request into a Git repository by running:
