We just successfully published maven artifacts to the Apache snapshots and
staging repositories and currently performing another flow test to verify
the tag (4.0.0-incubating-rc1).

Yes now master branch is open for commits.

Please note that this process has recreated the 4.0.0-incubating branch and
4.0.0-incubating-rc1 tag with the same names. Therefore a git pull request
may fail on an existing repository. I will send a separate mail to notify
this.
