I've just looked this up, it seems that the standard permission scheme in Jira 
does only allow committers and PMC members to assign issues. I found a page 
that explains the role-based permissions 
(https://cwiki.apache.org/confluence/display/INFRA/Role+Based+JIRA+Authorization)

But there is an alternate permission scheme that allows also contributors to 
assign issues (which makes sense), so I create a Jira ticket here to change it:
https://issues.apache.org/jira/projects/INFRA/issues/INFRA-19663?filter=allopenissues
Until then, I can assign you to any issue you want (you should already be able 
to create issues), just tell me!

If anyone thinks we should use the standard schema, just respond.

Thanks for your reply and kindly help, I would still not assign jira issue to 
myself :(, something may be wrong. I am interest in the wrappers. And I am 
going to setup environment in local, will feedback if encounter problems.
