IMO, Struts 2.0 is a good time to leave the old tags (defined as ones with JSTL replacements) behind. Struts 1.x apps would still have them available but 2.x apps would use the JSTL. I consider it a disservice to the communtity to distribute Struts specific versions of the more powerful and standardized JSTL tags. Note that none of my comments are directed at Struts tags that actually add value to the framework and don't have standardized replacements.
