The Jakarta folks have a different spin on voting, but many other Apache projects tend 
to "vote" the way Craig just did:

In a volunteer project, the best way to "vote" is with your commits. (Arguably, a 
commit is the only true vote.) There's no reason why we can't have both Ant scripts 
and Maven build files, so long as we have committers who will create and maintain 
them.  We could vote until doomsday about what we might do, but nothing matters until 
someone actually does something. I'm sure Craig will do some Ant scripts, and if he 
commits them, that would be great, since I'm sure there will be some people who would 
want to use them too. Meanwhile, I'm sure that others (like me) will finish what we 
started with the Maven builds, and we'll have those too.

At some point, we might want to vote whether the "official" build is by Maven or by 
Ant. But we can't really do that until both are in place.
