Yes, it's true, merit never expires! We've never "voted" anyone emeritus, and so I wouldn't think we'd have to vote anyone back :) I'd say that when you guys are ready to commit something, just move your name from one section to the other on the volunteers.xml page. That's all we (meaning I) ever did. We just like to keep track of who's been committing lately. The one issue might be whether your Apache account is active at the infrastructure level. They closed some in the spring for lack of a CLA.
