I'm not sure it is totally relevant here, but I've seen the concept mentioned peripherally ... if the intent is that Struts 1.3 should play nice in a portlet environment...
While I think this is nice in theory, it's not my driving intention, simply because I have no Portlet experience and no plans to get any. The efforts to isolate the Servlet API are primarily to not make the same mistake twice and hopefully to simplify testing. Anyone who's interested in Portlets with Struts 1.3.x is welcome to speak up (or better, cut code!)
