One trick I've done is to do what Martin suggested (copy the pairs over) and then I append something on the end to indicate (on the front end) that the values were, in fact, pulled from the correct bundle.

Something like:
msg.global.login = Login (JA)

I (sort of) used that technique in the Taglib tests.

How does ActionResources_ja.properties get updated?  I added three
entries to the ActionResources.properties file and was wondering
if/how I should update the _ja file.  Do I have to know the language
in order to update this?  (If so, I'm out of luck then.)
