The build looks great. I would like to make a few structural changes
for 1.3.0, to help clarify that there is an Apache Struts Project
which creates and maintains a set of related products (subprojects).
Nothing major, just a little juggling.

So, building on what Wendy and James have wrought and posted at

* [http://svn.apache.org/builds/struts/maven/trunk/site-test/index.html]

I'd like to try refactoring the top-level menu list as such:

----

Apache Struts
+ Welcome (1st section only, amend text)
+ Who we are
+ Announcements

Projects
+ Overview (add text)
...
+ Sandbox (add text and explain that these are whiteboard proposals only)
...
+ Site (add text explaining reactor build)
...
+ Tiles

Community
+ Mailing Lists
+ Wiki Pages
+ Resource Directory
+ Known Issues (bugzilla)

Download
+ Binaries
+ Source Code
+ Development Releases

Development
+ Bylaws
+ Release Guidelines
+ Source Repository
+ How to Help FAQ

Project Documentation
+ About Struts Site (add text)
+ Project Info
+ Project Reports (fix - SVN issue?)
+ Development Process

----

Then, we can move the rest under the Core subproject:

----

Struts Core
+ Welcome (portions of 1st section, second section)
+ Learning
+ Using

Documentation
+ User and Developer Guides
...
+ FAQs

Project Documentation
+ ...

---

Of course, this would only be the first wave of refinements, but I
think these changes would put us in the ballpark.
