There is. But, it is not named "Struts" because Struts is now the name of the project, and the project also includes Struts Shale. We could include Shale in the same distribution, but I don't think that makes as much sense as a distribution of the products that utilize the original Struts Core. In the pre-Maven days, we had a Struts Library distribution that contained all the JARs.
