We can ask, but I doubt if the infra@ folks would be too thrilled about that, for two reasons. One is that there have been quite a few issues with keeping the one JIRA instance we have now up and running recently, mostly because it's one of the most heavily loaded JIRA instances on the planet. The other, which is related, is that JIRA has been a significant resource hog, so multiple instances isn't very appealing in that respect. Jeff Turner has been working hard to help us out, but he's only one guy, and he has a day job too. ;-) I'm not against moving to JIRA, but I think the above issues will need to be addressed.
