For all - 1 releases, WebWork was distributed as a single jar. On the 2.2series, we have replaced the way WW should be plugged in the webapp from a servlet dispatcher to a filter dispatcher, and in time we have noticed there were some problems serving static content. We have tried to split the distro in a non-static and static parts. Fortunately enough, Ian has solved this problem meanwhile, so finally we wouldn't need multiple distros.
