But they can help Ted without being committers. And when Ted gets annoyed with constantly applying their patches then he will nominate them. I've seen it happen. I can think of at least a few times when nominations were still public that they were accompanied with a "I nominate so and so because their patches are of high quality and I'm tired of committing them." type of message. :)
