Tiles 2 is in the sandbox, and sandbox projects are not allowed to do
releases.  Choosing a particular snapshot for Struts 2 to depend on is
all we can do, unless we change the rules.

If Tiles is ready to graduate, then we need to decide where it's going
to live.  Top level?  Over at Jakarta, or wasn't there some sort of
'web components' project being started?


You mean Jakarta Web Components? We talked about it a lot, but it hasn't got
off the ground (yet). At one point, I suggested that Tiles might make an
appropriate seed project for it, but Tiles wasn't really in a state to do
that at the time. Maybe it is now. If so, the next question would be whether
or not we have enough people and enough energy to jump-start it.
