There seems to be a timing problem with the TLD generation. If I run it without a TLD, the TLD is left out of the JAR on the first pass. If I build again, then the TLD is generated and included, but that implies it is the TLD from the prior pass, not the current pass. I'm thinking better that we take the chance of omitting the JAR (and hearing about it) than include a possibly obsolete TLD.
