Time, as usual. :) Someone needs to try it, see what happens, and work through any issues that come up.
It is important to note that the ASF considers "alphas" and "betas" to be releases, and there is no ASF "rule" that excludes snapshot dependencies from releases. The dynamic is that is it unlikely that a PMC will vote a release GA when it has runtime beta dependencies. But if the PMC wanted to do that, it's our call.
This isn't about ASF rules (or the lack thereof). Maven users do not expect to find snapshot dependencies in released artifacts.
